Re:GO AWAY MR STYLE - 2008/03/31 12:09 I don't know how long jamesb, adam and doodles have been taking an interest in the Phoenix proposals, but they may not know that there are a number of positive and varied suggestions for the North Street area on the Lewes District Council website:

Having said that, it is only sensible to take into account Angel's track record over the Jam Factory, particularly when the developer boasted that was an example of the quality Lewes could expect from the Phoenix development.

I've looked at the documents on the LDC site (the ones you mention above) and they're useless - there's no summary, just a number of inconclusive table entries - take another look yourself. I challenge you to make any sense of them.

Let me also ask the same question for the umpteenth time (makes me feel like Jeremy Paxman) - what's wrong with the latest Angel Property Master Plan as published on this site? Please be specific. And please remember it's the plan not tdhe developer which is to be judged by the Council - according to our Planning Councillor Peter Gardner there is no provision for the developer to be taken into account in any planning application.

And finally, let's talk about the Community Land Trust iniative - what's happened to that? Nothing obvious.

All you people do is whinge on about the Jam Factory - how many of you have been there anyway? And in any case, as per the above, it's irrelevant since it's the plan that matters. Clearly john Stockdale has a view different from some - he appears to want the site to remain light industrial. But why do you want to increase the industrial use of land so close to the town centre John? I bet if things were slightly differnt, you'd be campaigning to reduce its industrial use.

Is that good enough for you to take me seriously?

  • The site is unsuitable for housing development because it floods badly. Sites above the floodplain should be developed instead
  • The current users of the land should not needlessly be disrupted.

  • The masterplan, unlike its predecessor is too vague to be meaningful. Where for instance is the affordable housing supposed to go? I'll bet it is all allocated to the Council-owned land which the Council have said they will not sell.

  • It still includes a plan to develop significant retail space half a mile from the High Street
  • Whilst it includes land Angel do not own it does not include the Wenban and NCP sites in the centre of the Town - about the only thing on which the key stakeholders consulted on the North Street Vision all agreed on.
  • The scheme requires a massive investment at a time of great uncertainty about the economy and flood risk. If it fails or it is abandoned, we will be much worse off than we are now. Our alternative is prudent and leaves open an opportunity for redevelopment later.

Lewes Community Land Trust have not gone to sleep. Watch this space.

Re:GO AWAY MR STYLE - 2008/03/31 19:02 So, John, you're saying that as far as you're concerned there could NEVER be an acceptable plan by ANY developer to create a mixed-use "Phoenix Quarter" because it would involve flood defences, housing close to the river, shops and cafes, the relocation of some businesses to the other side of the river and would cost too much.

That's it in essence?

Problem is, for some us those things sound quite attractive!

Re:GO AWAY MR STYLE - 2008/03/31 20:09 The document that has been posted on Lewesmatters entitled " Evolution of the Masterplan" is just that, it is a presentation of material regarding how the masterplan for this area has evolved. It is NOT the masterplan itself.

So comments in the discussion forum which state "the masterplan, unlike it's predecessor is too vague to meaningful" should be treated with caution.

The plans are still being finalised. We have not yet issued the new masterplan. However, when presented, the plans and reports will cover all the issues including flood defence, traffic generation, car parking, retail impact, affordable housing, job creation, integration into the town centre, visual impact, viability and sustainability.

Consultation, which has influenced the design and evolution of this plan has included, Lewes District Council, English Heritage, The South East Regional Design Panel, The Environment Agency, The Housing Corporation, Guinness Trust, Affinity Sutton Housing Association, Locate East Sussex, Seeda, East Sussex Enterprise Partnership, Lewes Town Council The Friends of Lewes, Lewes Chamber of Commerce, Lewesmatters, Pells area residents Association, Green Wall residents, Sculpture Exhibitions, Artemis Arts, Paddock Arts and Sussex Innovation Centre.

All these consultees as well as public comment received at four different public exhibitions have influenced the way the scheme has evolved and will help to ensure it fulfills the local needs.

The development proposals and proposed flood defence have been checked by The Environment Agency and subject to the Sequential and Exceptions test are supported. There are no alternative sites on high ground in Lewes which can accommodate the uses proposed on this brownfield site.

The viability of continuing the existing industrial use has been checked by independent valuers commissioned by East Sussex, continuing with these uses is not viable. Most of the buildings are at the end of their economic life and are of no architectural merit.

Government policy pps.6 and pps.3 favour new mixed use development, including residential, retail, leisure uses, and car parking on brownfield land in town centres.

As soon as the masterplan is finalised we will be displaying it on this website along with all the reports.

I will not be drawn into debate on this forum because it invariably becomes abusive, however I am confident that all questions and concerns will be answered by the reports provided with the planning application.

We want the Phoenix Quarter project to provide an exemplary new quarter for Lewes that will provide for a new generation of Lewesians as well as for older people and which will open up 400 yards of riverfront for the first time for public use and enjoyment. Create employment, add to the diverse retail uses already here, provide arts and entertainment venues. Our proposal will include affordable housing and no this will not be located on the Council's land.


If leaving the existing run down buildings or attempting to make them 'flood resilient' constitutes progress then it seems a strange progress to me and one that will only serve the needs of a few.
