Re:Housing Density - 2006/04/27 15:14 John, I apologise, having reread what I said in the first response to your questions , I now realisew I did not make it clear that we had excluded the Pells Pool and the recreation ground from the land take for density calculations, but once again for absolute clarity, we did not include the Pells Pool or Recreation ground in the measured site area for density purposes. sorry if this is all a bit confusing.

Re:Housing Density - 2006/04/28 13:48 We discussed with Lewes District Council how we should measure the site for the purpose of calculating density and based on their advice I can confirm that the area of land includes the masterplanned development area. It excludesthe main road, the river,and the wetland buffer strip adjoining the recreation ground. The advice we were given was to include the whole site for the purpose of calculating residential density.
But to exclude the buffer zones as described.

Could you tell us what the density levels are in Lewes that you are comparing your density levels with?

Do you have planning advisers that have advised you on how density levels should be calculated, and what is their preferred method?

Re:Housing Density - 2006/05/02 13:54 Dear S.Oliver, I have today spoken to our planning consultants regarding your request for clarification on how they assessed the density proposed at Phoenix. The method of calculation was informed by the PPS3 consultation paper and in consultation with the planners at Lewes District Council. They assessed the site we are proposing to apply for planning consent for, they excluded from the site all buffer zones and calculated to the edge of the site. They also actually , contrary to what I said in error last week, excluded the site of The Waterside Centre which is currently in commercial use and although part of the masterplanned area was excluded for the purpose of the density calculation. The density of the existing town varies a lot depending on which part of the town you are talking about, however the planning consultant confirmed that we can do a density calculation on four different areas of the town and submit this along with our planning application. Generally it is felt that the density is largely effected by what looks right in townscape terms, so the actual density will not be calculated until the final form of the buildings is agreed.

Thank you for your response.I asked for information about the density of housing in Lewes and you have now acknowledged that you do not know. I am surprised that your consultants have not explained to you why this is important.

It seems rather insensitive to me for your consultants, and architects to have just guessed at what the surrounding density levels were, before spending 2 years planning an extremely dense development in low density area of a small and important historic town with severe traffic problems.

I hope you will cease criticising those who claim that your development is too dense, now that you have acknowledged that you do not have the relevant information or evidence to support your claim that it is not too dense for Lewes.

I believe that this area could support a reasonably active, and compact development, with some large buildings, but I am still of the view that your plans are a gross over-development and are completely out of line with surrounding density levels.

I hope that you will consider lowering the density levels, as you are considering lowering building height, whilst maintaining reasonable profit levels, but ensuring everyone's support.
