Re:Fancy a punt? - 2006/04/28 13:32 Yes, it is the same company, Packham developments who submitted a scheme for the some of the Phoenix estate back in 2003, they were refused planning due to the provision of insufficient information for the planning committee to make a decision. Angel Property purchased then purchased Corporation Wharf on the Phoenix estate from Packham developments. Packham developments then went on to purchase the site on Southdowns Road. Angel Property are not in any way connected to Packham developments.

Re:Fancy a punt? - 2006/04/28 14:54 The point I was kind of making is that the Southdowns Road developer has to build no flood defences, has subsidised tax for contaminated land remediation, no affordable housing and "... flexibility to further masterplan the site to obtain the desired mix and type of residential units and office space" and as a result has a parcel of land worth about £10 million with few hoops to jump through.

Is it fair that Angel Property should have to make up for what is seen by some as a lax approach from the Local Authority to a separate scheme by an unrelated developer?

Re:Fancy a punt? - 2006/04/28 15:10 Isn't the real and rather depressing truth that we're (relatively powerless) bystanders to an exponentially-growing process by which developers/speculators (call them what you like) are homing in on places like Lewes, Shoreham and Newhaven, which have undeniable but under-exploited assets and whose local residents and planning officials are not ready or requipped to cope with this sort of attack. Rather like the current invasion of rural France by us Brits (although at least that is more by individuals than commercial organisations).

Re:Fancy a punt? - 2006/04/28 15:21 Yes , I believe you have a point and you also have had my assurance that we do in fact intend to provide all the possible community benefits in the Phoenix Quarter that Packham developments did not have to provide. We intend to provide as much affordable housing as possible, we intend to provide flood defense, not just for the Phoenix Quarter but for the Pells area as well, we intend to provide lots of other community benefits including, river front walk, footbridge, public squares and courtyards and we can do so as long as our proposal is not seriously eroded. The Southdowns Road site was peculiar in that it was a landfill site with the cost implications of dealing with that particular problem.Their planning proposal that it was not possible to provide affordable housing, remediation and creation of new office space was checked by The District Surveyor, independent outside consultants hired by Lewes District Council and The Government Office for The South East and was found to be acceptable. The situation at Phoenix is more comlpex as we have to deal with the relocation of existing businesses, demolition, asbestos removal and the creation of lots of new commercial space as well as the flood protection, and remediation. We are however taking a proactive stance by involving Housing Associations an early involvement in the planning of the project to ensure that affordable housing can and will be delivered as part of the package.

Re:Fancy a punt? - 2006/04/28 18:05 Charles Style seems to be very keen that we do not confuse him with these hit and run developers at Southdown Road get the planning permission and then scarper with the instant profit, passing the building work on to the highest bidder, however cheap and nasty they may be, who then drop all the benefits to Lewes and just do the high profit parts, making their own big profits. Are we sure he has nothing to do with them, and isn't going to do the same thing?
