Yes , I believe you have a point and you also have had my assurance that we do in fact intend to provide all the possible community benefits in the Phoenix Quarter that Packham developments did not have to provide. We intend to provide as much affordable housing as possible, we intend to provide flood defense, not just for the Phoenix Quarter but for the Pells area as well, we intend to provide lots of other community benefits including, river front walk, footbridge, public squares and courtyards and we can do so as long as our proposal is not seriously eroded. The Southdowns Road site was peculiar in that it was a landfill site with the cost implications of dealing with that particular problem.Their planning proposal that it was not possible to provide affordable housing, remediation and creation of new office space was checked by The District Surveyor, independent outside consultants hired by Lewes District Council and The Government Office for The South East and was found to be acceptable. The situation at Phoenix is more comlpex as we have to deal with the relocation of existing businesses, demolition, asbestos removal and the creation of lots of new commercial space as well as the flood protection, and remediation. We are however taking a proactive stance by involving Housing Associations an early involvement in the planning of the project to ensure that affordable housing can and will be delivered as part of the package.
