Model to represent phases? - 2007/04/17 15:14 Dear Mr Styles

If you do not, and will not, own the land proposed for 'Phase 2' Could you perhaps produce another model for the Town Hall as the current model is therefore very misleading.

It would be useful to be able to see what will be done in terms of planned development on the land that you actually own/will own.(i.e. Phase 1) as it now appears that we are looking at a model of a fantasy proposal rather than an actual proposal.

It seems a little daft to be displaying a model which I assume is there partly for public consultation - hence the notebooks etc - if the model does not reflect what is actually proposed. I for one spent a great deal of time looking at the model and now feel totally mislead.

Re:Model to represent phases? - 2007/04/17 15:25 The model covers the whole masterplanned area, which is in two phases. It is a very useful tool to look at the overall massing of the proposals. The phasing plan which is going to be posted on the Phoenix Quarter website tomorrow and the Lewes Matters website as soon as they can get it posted will hopefully clarify this for you. Please see also the letter from planning consultant Jennifer Ross, posted by me today which explains the phasing and the nature of the planning applications.

What I don't understand is whether Angel Property is going to make the planning applications for both Phase 1 and Phase 2 - that is not clear from what you've just written. You say you've been advised to separate them because you can't sign the a s106 agreement for land you don't own, but it's not clear who's going submit the Phase 2 application and when. Will you be kind enough to clarify (if not the when, at least whether it's to be by Angel Property or whether it's to be left to whoever may decide to submit such a thing)."

Re:Model to represent phases? - 2007/04/18 09:04 As a result of this recent burst of discussion with Charles Style, I think I now have the picture...

Some time this summer, Angel Property proposes to submit an outline planning application for the whole site, together with a more detailed planning application for what it calls Phase 1 (Phase 1 being the part of the site Angel Property already owns or has options on, and which is located on the river side of North Street).

If granted permission, Angel Property would be in a position to proceed with Phase 1 of the development, which would include the flood defenses and the river-side buildings/pathways etc.

However, Phase 2 of the proposed development (being the part of the site Angle Property does NOT own, and located primarily on the land side of North Street) would require a separate, detailed planning application before it could be started. There is no guarantee as to the timing of this application or by whom it may be made. It could be made sometime or never, and by anyone or no-one.

Thus there exists a very substantial area of greyness about this proposed scheme. It is not at all realistic to look at drawings or models of the whole site and assume that's what would be built. It would all depend upon how the first phase went, the attitude and vision of the other owners (one of whom, as we now know, is the Council), changes in planning legislation, updated costings etc - a host of variables.

What could possibly happen (as per the Jam Factory story) is that the prestigious, profitable properties get built and the rest left in a mess for years, with the Council (in effect, us townspeople) left carrying the can.

Personally, I find this prospect very depressing and suggest that we lobby to prevent the application going down this route i.e. I think we should demand of the Council that if the site is going to be developed at all (and that of course is a big topic - THE topic to date), there are mechanisms in place to ensure it is developed as a whole, within a certain time period and with the community benefits guaranteed. This latter issue seems to be what has plagued the Jam Factory story i.e. all the community benefits (in that case the affordable housing) left to last and not even started seven years on. Perhaps ultimately it comes down to the credentials of the developer i.e. professional capabilities, financial stature, track record and so on. So what do we have here?

Town Hall Exhibition - 2007/04/19 13:25 The model on exhibition at the Town Hall of the proposed development for North Street ends really soon (by next Friday), so could everyone make it their business to go and write something in the Comment Books available - especially as this public exhibition and the facility to comment may/will be considered by Angel to be their public consultation
