Affordable housing - 2006/01/09 19:30 I cautiously welcome redevelopment of the area-I feel it is run down,unnattractive and as a woman,I dont feel safe walking through it after dark(ie late afternoon in the winter).

Although I could be classed as an 'incomer',having moved here 35 years ago to teach in local schools,I now regard Lewes as my home town.Furthermore my children now young adults,and many of their friends are happy at the prospect of renewal.

One of their (and my) main concerns is that there should be a high proportion of affordable housing.At present our young people have virtually no prospect of being able to buy property in their home town-my daughter is a newly -qualified teacher and certainly can't afford the mortgage necessary on her salary.If this provision were made in the development,it would answer some of the concerns about infrastructure-the development would be less about expansion(i.e. bringing new residents into the town) and more about natural development and evolution,providing for people who are already living here.

I hope these comments are a useful addition to a town wide debate on the plan.

Re:Affordable housing - 2006/01/31 19:48 Affordable housing is one of my concerns, with children of my own growing up here. The Lewes Local Plan (see links) states:

5.22 There is a shortfall in the District of affordable housing to meet local needs and this is a material planning consideration. The Housing Needs Survey conducted in the District in 1998 indicates that in the order of 415 affordable dwellings (or an average of 83 units per year) will be needed between 2001 and 2006. Subject to monitoring and review, a similar number is expected to be needed in Phase 2 of the plan. On existing levels of need the target is that 25% of all housing from new building and conversions should be affordable.

Is this figure binding in any way? It would seem a prime site to include affordable housing, since there is such a dire shortage.

Re:Affordable housing - 2006/05/03 10:59 Although Lewes Council like to have affordable housing only available to rent, and secured for the long term, Merlion Homes (and maybe others) offer a hybrid affordable scheme, where 75% of the property is sold and Merlion keep the remaining 25% but don't charge rent on it. This makes it easier to get a mortgage for a first time buyer, and costs less to provide for the developer. Although I can understand the need for some affordable rented property, many people aspire to own their home and perhaps a mix could increase the number of affordable units and still be viable for the developer.

Re:Affordable housing - 2006/05/03 13:43 Paul, we have in our discussions with the housing associations and the housoing department of Lewes District Council been discussing the split between shared ownership and for rent affordable housing and I can confirm that all parties agree that the mix needs to allow for both types.The final mix proposed is still being reviewed but we hope to have a mix that allows as good as possible a cross section of housing needs to be addressed.

Re:Affordable housing - 2006/05/04 10:08 I do think that Lewes are being very conservative in setting only a 25% quota for affordable housing. Brighton has 40%. It is important that this affordable housing be rented and not shared ownership since the need is clearly for rented housing. The waiting list for Lewes council housing is getting even more desperate, with homeless families being kept in hostel accommodation for up to a year and young people having to move to cheaper areas like Willingdon or Hailsham to find somewhere to live.
